Even though Indian government has adopted schemes and program providing safe motherhood period to women but there is huge gap in the implementation of the schemes. One such instance we witness where a women was compelled to sell off her new born baby in order to pay her hospital bills.

Human Rights Law Network (HRLN) conducted a fact-finding in Chirang district, Assam with the objective of finding out gaps in implementation of government schemes.

From the fact finding the team found that the reason for low coverage of institutional deliveries is due to lack of ambulance services and lack of medical staff. The fact finding includes a case study of Sabita who choose to deliver at a public institution .She was admitted at Chilarai Hospital and Research Centre. After admitting she was immediately operated considering her complications. Hospital authority charged Rs 29,000/- in regard to operation cost.  The family reported to the fact finding team that the receipt of bill was never given to them.  Also her new born was not handed over to them because they could not pay the bills.  The nurse motivated them to sell of the new born infant, so that they could pay the hospital bills in the hope of getting quality medical care but after the incident Sabita reported that she never want to go again to hospital.

The detailed report on the fact finding of Chirang District has been attached.
