A fact-finding report on TB Control DOTS Centres in Delhi

In June 2012, a Human Rights Law Network fact-finding team (hereafter “the team”) conducted an investigation on four different DOTS centres in Delhi. The purpose of the investigation was to determine if standards for tuberculosis (TB) control are implemented in DOTS centres in Delhi.  To that end, the team investigated potential abnormalities and spoke to TB patients.

The team was particularly interested in meeting TB infected pregnant women to assess their particular needs and experiences. However, the team did not have the opportunity to interview pregnant women. Nevertheless the team gained an important insight into the functioning of DOTS centres thanks to the many staff members who were helpful and cooperative. Moreover, the team had the opportunity to meet patients who provided relevant and useful information.

Background information:

According to the State TB Control Office, National Capital Territory of Delhi (DOTS Delhi), it is estimated that 40% of the population of Delhi is infected with TB. The estimated occurrence of new TB cases is 209/100,000 population/year. Between 1997 and 2009, 4,42,207 patients underwent treatment:

  • 87 out of 100 patients were treated successfully
  • 48,60,637 infections averted
  • 4,86,063 illness averted
  • 84,489 lives saved

Modern anti-TB treatment can cure virtually all patients. However just providing anti-TB medication is not sufficient to ensure that patients are cured.
